The underside of the step isn't flat and smooth, as shown in the provided photo. It would still work for you, but I'd recommend using a piece of 1/4 inch plywood or a thin metal plate bolted onto the underside of the step if you wished to use it in the manner you describe. The Single Axle Trailer Fender # HP56VR is made of 14 gauge steel and has one edge that is a 90 degree angle to weld it to your trailer and the other has a more rolled edge. The strength of the fender and ability to hold 200 lbs is based on your mounting. I would not suggest stacking cargo bags on top of one another on the roof of any vehicle. Motion and wind could cause items to shift in the bags and create an unstable condition. The extra wind resistance could also affect the handling of your vehicle, and reduce your gas mileage.
